Starting January 1, over 18 million students from government-funded higher education institutions, including IITs, will gain free access to at least 13,400 international academic journals under the ‘One Nation, One Subscription’ (ONOS) program. This initiative, approved by the Union Cabinet, aims to democratize access to high-end research across disciplines like science, engineering, medicine, social sciences, and humanities.
The program will provide access to journals published by major global publishers like Elsevier, Springer Nature, and Wiley. Institutions such as 451 state public universities, 4,864 colleges, and 172 institutes of national importance will benefit, covering a total of 6,380 higher education and research institutions.
With ONOS, all institutions will have access to an extensive collection, enabling interdisciplinary research and supporting students and researchers in tier-2 and tier-3 cities.
In its first phase, ONOS will offer free access for three years. The second phase will extend the initiative to private institutions through a public-private partnership, while the third phase will make journals accessible at public libraries nationwide.
The program, coordinated by INFLIBNET (an autonomous UGC center), is being implemented as a ₹6,000 crore central sector scheme. The initiative is expected to significantly boost research capabilities and foster innovation across India’s academic ecosystem.
