Whistleblowers, including a retired Navy rear admiral and former counterintelligence officers, testified that flying orbs, disc-shaped objects, and crafts with extraordinary flight characteristics were being observed, but the government was hiding these findings. They emphasized the need for more openness, questioning programs like the All-Domain Anomaly Resolution Office (AARO) and urging for a “whole-of-government” approach to studying UAPs.

Luis Elizondo, former U.S. counterintelligence officer, accused the government of conducting a secretive arms race and obstructing transparency. He suggested that UAPs could be alien technologies or those from private companies. Other witnesses, such as retired Navy rear admiral Tim Gallaudet and former NASA associate administrator Michael Gold, agreed that UAPs could indicate the presence of non-human intelligence. Journalist Michael Shellenberger also testified that the government is not being forthcoming about its knowledge of UAPs and has been hiding data from military personnel and sensors.
